كَلِمَةَ =The noun is feminine and is in the nominative case (مرفوع). The noun's triliteral root is kāf lām mīm (ك ل م).the sense of this quranic term could be comprehended by observing the following verses 7/158,6/115,2/37,35/10,66/12,18/27, 18/109[for example verse 2/124 وَإِذِ ابْتَلَىٰ إِبْرَاهِيمَ رَبُّهُ بِكَلِمَاتٍ فَأَتَمَّهُنَّ] it means the laws/values.
Allah never talked to any human being including Moses[ the orthodox wrongly interpreted this Quranic term. It is against the attribute of Allah.
9/40 : فَأَنزَلَ اللّهُ سَكِينَتَهُ عَلَيْهِ وَأَيَّدَهُ بِجُنُودٍ لَّمْ تَرَوْهَا وَجَعَلَ كَلِمَةَ الَّذِينَ كَفَرُواْ السُّفْلَى وَكَلِمَةُ اللّهِ هِيَ الْعُلْيَا وَاللّهُ عَزِيزٌ حَكِيمٌ
Then Allah sent down His peace upon him, and strengthened him with forces which ye saw not, and humbled to the depths the value/law/principle[كَلِمَةَ ]of the people who involved in kufr [كَفَرُ the denial attitude]. But the values/principle/law of Allah is exalted to the heights: for Allah is Exalted in might, Wise
