Dear bling ding (Love your name :D) here is some of the available material in English  
Word used is  
AL KHAMAR = under the influence, inebriated, befuddled  
MYASIR= Ease , to avoid struggle, Effortlessness, no difficulty.  
AL Afwa =the word العفو is from root letters ع ف و which means safety, welfare, happiness prosperity. A commonly used word is عافیت.  
****Here both words are proper nouns, it cannot be taken as indefinite nouns.  
The context From 214 to 218 , is discussing struggle anfaq benefits.  
In this verse, AL KHAMR means a mental state where one avoid struggle , irresponsiblity (from struggle which is required)  
AL Misyar is a mental state where one want Effortlessness, no struggle-  
Translation 2: 219 ;-  
تم سے لوگ احکامات کی طرف سے لاپرواہی اور انفاق اور جد و جہد سے گریز سے متعلق دریافت کریں گے۔ کہہ دو کہ ان میں نقصان بڑے ہیں اور لوگوں کے لئے کچھ فائدے بھی ہیں مگر ان کے نقصان فائدوں سے کہیں زیادہ ہیں اور تم سے یہ بھی پوچھیں گے کہ کس مقصد کے لئے خرچ کریں ، کہہ دو " عافیت کے لئیے " ۔ اس طرح اللہ کی مملکت تمہارے لئے اپنے احکامات بیان فرماتی ہے تاکہ تم غور وفکر کرو۔  
They ask you about reckless in relation to Ehkamate Elahi, Anfaq and to avoid struggle. Say in it the harms are large and for people there are benefits as well. But the fatalities are greater than the welfares and bigger in amount. And they will ask you for what purpose should they spend? Say for the Afiat( the prosperity/ welfare )This is Allah's Mumliqat, has provided his Ehkamat so you may deliberate and ponder.(Translation by Aastana)

Gracias Mubashir and Nargis for answering my unasked question :) it shows how enthusiastic you are to spread the true word which i admire.  
nargis's comment got me a little confused as i always took KHAMR as alcohol.  
so now my question is that since we are not allowed to drink so much that we get wasted, or go to perform salat (and thats not there either) so does that mean we can drink up to the point we dont lose our senses??

Dear Bling Ding, please find a link where similar issue was discussed sometime back on the blog...  
As for consuption of any thing it should be based on its effectiveness, anything which builds you to a better person with health and effectiveness of this WONDERFUL GIFT OF LIFE should be considered. If consumption any any product Makes you dependent on others, decreases your efficiency and effectiveness of time, false state of deception than facing the reality then it should be avoided.  
Why only Alcohol, every product consumption should be analyzed END to END for consumption including smoking/dope/drugs/junk food and what not....  
I am aware that there are scientific reasoning of Alcohol consumption in certain limits for good health but IS THAT THE ONLY CRETERIA OF CONSUMPTION??? And i think without being biased if we try analyze a person consuming Alcohol compared to one one who does not might make things cristal clear...  
Sense of Fear cannot regulate what happens behing closed doors, but sense of responsibility can...If Life has given us more power lets take more responsibilities than not using that energy left after taking care of ourself and immediate family....  
Alcohol, Smoking etc are invented by capitalist to make humans dependent on thier processed PRODUCTS so that masses can be controlled...The more dependent WE are on something other than what Nature provides US.....MORE SLAVE WE ARE....  
Just 2 cents.....Not sure if my comment make any sense, yet wanted to put my thoughts....please feel free to disagree.  
Note: Lets say NO to SLAVERY and Yes to FREEDOM by trying to be more dependent of natural products from nature...THAN BEING DEPENDEND ON PROCESSED PRODUCTS OF CAPITALIST...

Last but not the least, it doesnt mean when something is not written in quran we should do it...innit?? Like quran never talk about eating poison so can we eat poison??? And for eating/drinking all products are not covered so can we consume all??? We do it based on its effect and keeping guidelines provided or baseline of cause and effect with desired final result of PERSONAL ENHANCEMENT and SOCIAL PEACE...
