Please explain 30/2-3-4 & 9/118 . Are these historical events? & should we be familiar with history to understand Quran ?.

SAY NO TO HISTORY/HADITH TO UNDERSTAND THE QURAN, AS QURAN EXPLAINS IT SELF.  
Go through Surah taoba, three types of people have been emphasized in this sura, read the verses 90-118, and focus on verses 90-106.  
1) The extremist hypocrites been described in verse # 98,101 وَمِنَ الأَعْرَابِ مَن يَتَّخِذُ مَا يُنفِقُ مَغْرَمًا وَيَتَرَبَّصُ بِكُمُ الدَّوَائِرَ عَلَيْهِمْ دَآئِرَةُ السَّوْءِ وَاللّهُ سَمِيعٌ عَلِيمٌ And among the “A’ARAAB” are some who consider what they spend as a loss and await for you turns of misfortune. Upon them will be a misfortune of evil. And Allah is Hearing and Knowing.  
 
101وَمِمَّنْ حَوْلَكُم مِّنَ الْأَعْرَابِ مُنَافِقُونَ وَمِنْ أَهْلِ الْمَدِينَةِ مَرَدُواْ عَلَى النِّفَاقِ لاَ تَعْلَمُهُمْ نَحْنُ نَعْلَمُهُمْ سَنُعَذِّبُهُم مَّرَّتَيْنِ ثُمَّ يُرَدُّونَ إِلَى عَذَابٍ عَظِيمٍAnd among those around you of the “A;ARAAB” are hypocrites, and [also] from the people of Madinah. They have become accustomed to hypocrisy. You, do not know them, [but] We know them. We will punish them twice, then they will be returned to a great punishment  
 
2) the most loyal “Mujahideen” has been described in verse # 99 وَمِنَ الأَعْرَابِ مَن يُؤْمِنُ بِاللّهِ وَالْيَوْمِ الْآخِرِ وَيَتَّخِذُ مَا يُنفِقُ قُرُبَاتٍ عِندَ اللّهِ وَصَلَوَاتِ الرَّسُولِ أَلاَ إِنَّهَا قُرْبَةٌ لَّهُمْ سَيُدْخِلُهُمُ اللّهُ فِي رَحْمَتِهِ إِنَّ اللّهَ غَفُورٌ رَّحِيمٌ  
But among the “A’ARAAB” are some who are peace providers with Allah’s commandments and the “yaum al-akhirah and consider what they spend as means of nearness to Allah and of [obtaining] invocations of the Messenger. Unquestionably, it is a means of nearness for them. Allah will admit them to His mercy. Indeed, Allah is Forgiving and Merciful.  
3) the people in between described in verse 102 وَآخَرُونَ اعْتَرَفُواْ بِذُنُوبِهِمْ خَلَطُواْ عَمَلاً صَالِحًا وَآخَرَ سَيِّئًا عَسَى اللّهُ أَن يَتُوبَ عَلَيْهِمْ إِنَّ اللّهَ غَفُورٌ رَّحِيمٌ  
And [there are] others who have acknowledged their sins. They had mixed a righteous deed with another that was bad. Perhaps Allah will turn to them in forgiveness. Indeed, Allah is Forgiving and Merciful.  
CONCLUSION: The people addressed in verse 118 are among the 3rd type which has been described in verse #102.  
As far as verses 30/1-4 are concerns read the following.Remember Al-Quran never speaks about particular names place ,sects,nations/tribes and time, as it is beyond time and space. All the so called names are infect “ATTRIBUTE”.  
Al-masr, Al-badr, Bacca, Masjid e Aqsa, Madina, Bahrain, Babil, Rabwa, Al-Room etc are attribute., Read the “surah al-room” care fully,it is evident from verse # 4 that, there is glad tiding for Momineen, so AL-ROOM= JAMA’AT AL-MOMINEEN.

Dear M Aslam!  
رُّومُ = Endeavored, followed by, some one who desired to do one thing after other.  
الرُّومُ(Alroom ) = the term especially used for “JAMA’AT ALMOMINEEM”who in the preliminary stage/phase of struggle always seem in depression, but always be in the succeeded mode in turn.  
The verses 5-16 are clearly supporting the above inference.

I'm in a state of depression, after having debates with all the Quranists nd sectarians,,i...They all follow a little history here and a little history there..  
 
And the truth is they are doing the same thing as other sect junkeys, pick and chose what ever they like and make sense to them, and still tell people they follow the Quran only...  
 
Why would the Quran talk about any topic it cannot provide details for , just so we would always be needing history and other abra cadabra hokus pocus ? How many books of medicine law science etc are not incomplete and waiting for someone to come write the missing information after 300 years?  
 
Why don't they understand this?

I’ve given you outstanding proof, but, just as with the contradiction I caught you in, again, you have no regard for it. You just continue to run amok in your denial asking for proof you reject. You remind of the Ritualist Muslsims who ask Allah over and over and over again in their "salat" for guidance. They never think to just read The Guidance called Al-Quran!

Sis, therefore I have saying all along, first we need to understand Quran only and only via it's language. Once we accomplish this task only then we need to consider, if any other explanation/source would needed. In my humble opinion “None Nada”. Not even a verse from Quran itself. But for now, "Hunooz Dehli Door Ust".

Thank you brother Badar, that's exactly my point, the Quran must be understood only via its own language. Thats what Dr uncle and Brother Moazzam is doing, they study the Quran purely through its own language/grammar- If we had to find its "missing" messages through the Bible Torah or history ahadiths, then the book would be incomplete. Words are used to convey a message, that's why the words must be understood in order to grasp the message behind them..

But brother, what about the words AL RIJAL , you translated to one legged God if im not mistaken...What if all the history disappear and all the information about the one legged god and his servants disappear, how would the quran be beyond time and space and how would its claim be proven through itself?

Sure “MARYAM” and “AL-ROOM” are not proper noun rather the attributes of the group of people.  
“MARYAM” who left their place (became a separate group/community) to be enlightened with divine teachings,(makanon sharqiya). To know the sense of SHARQIYA see the verse39/69وَأَشْرَقَتِ الْأَرْضُ بِنُورِ رَبِّهَا وَوُضِعَ الْكِتَابُ وَجِيءَ بِالنَّبِيِّينَ وَالشُّهَدَاءِ وَقُضِيَ بَيْنَهُم بِالْحَقِّ وَهُمْ لَا يُظْلَمُونَ  
Translation : Yousuf AliAnd the Earth will shine with the Glory of its Lord: the Record (of Deeds) will be placed (open); the prophets and the witnesses will be brought forward and a just decision pronounced between them; and they will not be wronged (in the least).  
The root letter is REEM (ra,ya,meem) which mean departed one (who left the place).  
The second portion of the verse 19/16 and the first part of verse 19/17 itself elaborate the sense of MARYAM..  
Whereas رُّومُ = Endeavored, followed by, some one who desired to do one thing after other.
