Word ITAAT is from arabic root TWAA, WAW and AIN. It has many meanings eg to obey, be consistent, abide by, be in agreement with, support and so on.  
 
In the quranic context to me it seems to mean the constitution of Allah is supreme and all people be they divine messengers or the rest of human community or any individuals or institutions must abide by constitution of Allah. I take AL-KITAAB to mean divine manifesto and constitution as basis for forming a good human society. A society that is progressive and prosperous therefore at peace within itself and the rest of environment. This clearly shows that for such a human society to come about consistency with divine writ is absolutely necessary. So unless people support divine manifesto or program such a society will never become a reality.  
 
So people need to have the divine message in their hands and this is why its propagation is necessary, they need to read the divine book to understand it properly and then if they like the program support it so that it could becomes a reality.  
 
 
In this wider context one has to take word ITAAT as consistency with divine program and supporting it. So ATEE ULLAH means be consistent with constitution of Allah and ATEE URRASOOL means support the mission with which he is sent ie create peace in the world between human beings. That is very clear if we concentrate upon phrase ALLA ZEENA AMANOO WA AMILUSSAALIHAAT. To me it means those who are committed to working or striving for peace and they act to remove rifts or work towards mending relationship between people in order to bring about peace between them.  
 
There is also ITAAT of OOLIL AMR and that also needs to be taken in sense of keeping the society consistent with the divine constitution and for that supporting the chief administrator or chief executive of the state governing body.  
 
It is a very interesting subject but I am too busy to go in to much detail of it at the moment. Hope what I have stated goes a bit towards helping you understand things.

ATIULLAH AND ATIURRASOOL ARE NOT TWO DIFFERENT ORDERS, RATHER,Ati-Arrasool infect means "indirectly Atiullah" [refer to verse 4/80]  
Atiullah = Be the law abiding citizen of the Islamic state executing the constitution /society’s laws designed by the “rasool of the time” based on Quranic eternal values.  
Allah never intervene directly in human affairs, when it is said “Allah did it” it means it happened through Islamic state by observing the due course of procedure.  
For example in verse 2/245 Allah says “Who is he that will loan to Allah a beautiful loan, which Allah will double unto his credit and multiply many times?” it means payment/contribution in socioeconomic system of the Islamic welfare state.  
مَّن ذَا الَّذِي يُقْرِضُ اللّهَ قَرْضًا حَسَنًا فَيُضَاعِفَهُ لَهُ أَضْعَافًا كَثِيرَةً
