WHAT IS AL QURAN AND AL KITAB, IS IT REFERRING TO THE SAME THING?

Let's start with "Al-QURAN"  
 
The letters ء ، و ، ی are called حروف عللت which means weak alphabets, so that while making words these letters can be changed with each other (read about it here :-

The word Quran can be derived either from ق ر و or from ق ر ء.

Derived from ق رء it will have the meaning of reading, collection,  
 
The word Quran from ق ر ء made under the paradigm فعلان which is an adjective will give the meaning thereby a writing which is read extensively.

LANE  
 
Used as a subst., and unrestrictedly, it is applied in the language of the law to the substance itself and lexically to the alphabetical letters [in which it is written] for these are what are read;”  
 
The original meaning of the word is the collection l and that the قُرْآن is so called because it has collected the histories [of the prophets &c.], and commands and prohibitions, and promises and threats, and the آيَات [i.e verses, or signs], and the سُوَر [or chapters]”  
 
So the Quran is in relation to the content and collection of the dossier. IE The قُرْآن is the components that make up the document.

He collected together the thing, put it or drew it together, part to part or portion to portion

You derive from ق رو it wil mean era or period  
 
But if it is made in dual form of a noun then it is made by adding ا ن to the noun. For example قلم is singular, but if you add ا ن to قلم then قلمان will mean two pens  
 
The same way if you say the word قرو then it will mean one period or era, but if you add ان to قرو then it will become قروان. Now as explained earlier ء , و and ی are interchangeable so قروان is changed to قرءءن which is written as قرآن and it will mean the description of two eras i.e. era of Islam and Kufr.

‘zalikal kitab’; 2:2 Here ‘al-kitab’ or this book means the book which includes the special characteristics of all celestial books.  
 
“huwal haqq’ means all specialties of its kind have been included in it. Page 12/13  
 
ummul kitab means the basis of law. ** Ibn Faris says it has four basic meanings:1) basis, 2)junction 3)group and 4) deen ( way of life )

LANE  
 
Kaf-Ta-Ba = he wrote it, to dictate it, prescribe/appoint/ordain, judged / passed sentence / decreed, drew/brought together, collected, conjoined / bound, he sewed it, what is written (e.g. of law), mode/manner of writing, book, bookseller, a thing in which or on which one writes, record/register/writ, revealed scripture, a writer/scribe/secretary, an army/military force, troop.  
 
kitab means a record or register which contains the prescriptions or decrees that have been understood or acknowledged. 44.b, q. v., t He (God)prescribed, appointed, or ordained, (TA,) and made obligatory.

In essence, I would say it is a principle one cannot disobey/deny. Al-Kitab is a “database” containing body of law/ legal code, it is a record which contains the prescriptions or decrees that have been understood or acknowledged.  
 
The function of Al-Kitab is to create a just society which implements the laws one cannot disobey. This guidance will create a social structure for the state to ensure the rights of its citizens.  
 
CONCLUSION  
 
Readers must do the research and decide for themself, I'm sharing what I get from the above  
 
I get three possible meanings of the word Quran  
 
1) A writing which is read extensively  
2) The collection  
3)The description of two eras  
 
let's try the different meanings in 15:1  
 
1) Alif, Lam, Ra. These are the verses of «a principle one cannot disobey/ dossier that contains legislation "and a clear "writing which is too much read".  
 
2) Alif, Lam, Ra. These are the verses of «a principle one cannot disobey/ dossier that contains legislation "and a clear "collection (of laws principles and history of prophets)".  
 
3) Alif, Lam, Ra. These are the verses of "a principle one cannot disobey/ dossier that contains legislation "and a clear "The description of two eras (due the obedience of laws leading to heights or lows) ".  
 
I go for the third option because it makes sense as there are two laws leading to two different results,  
 
success (Islam, brotherhood prosperity for all, established by momineens muslims muttaqi etc)  
failure (naar/enmity 3:121, success for only few, established by kuffar, sheyateens etc)  
 
And I take Alkitab to be a reference to the book we call Quran, whereas Quran is a quality of this legislation. The message has always been the same, no matter what name the different prophets gave to it. Alkitab cannot refer to something else than the utility and efficacy of the book we call AL Quran, because then again we would be reliant on other sources and the Quran would be a disabled book that cannot provide details related to its own content or words.  
 
(Not all the verses are taken into consideration in this file; readers are requested to share their thoughts and reasons for their conclusion. I know many people would disagree with my conclusion but I would love to learn more and willing to change my stance if another explanation is shared)

Sister Nsrgis is right.  
In fact the Altaurat, Alingeel and Alquran are the attributes of ALKITAB refer to verse وَعْدًا عَلَيْهِ حَقًّا فِي التَّوْرَاةِ وَالْإِنْجِيلِ وَالْقُرْآنِ9/111  
, verse 15/1 الر تِلْكَ آيَاتُ الْكِتَابِ وَقُرْآنٍ مُبِينٍ

I found this word (القرون) appeared in the Quran in ten different places viz: 10/13, 11/116, 17/17, 20/51, 20/128, 28/43, 28/78, 32/26, 36/31 & 46/17; which seem to be a special proper noun "Plural" of the word (قرو).  
 
AND the word (القرنين) in 18/83, 18/86 also a special proper noun, meaning, TWO ERAS, hope I am correct).  
 
So, I could not see anywhere such replacement of (و) is made in relation with the letter (ءء) in "the quran" that gives the meaning of TWO ERAS only....The word, القران is equally a special proper noun that is not related to the word قرو, which gives the whole three meanings according to your research looking at the quranic context in general....MY UNDERSTANDING PLEASE !

WHO IS ZULQARNAIN 18:83?  
 
It can be understood in two ways  
 
Dhī means “of” and Qarnain means two qrn  
 
This means that the man whose influence will be spread over two periods is called Zulqarnain  
 
And because of AL attached to Qarnain the word is in definite state so it is referring to two special Qarans  
 
So it cannot be someone’s birth name, it is someone’s attribute  
 
If it is taken as era it an also refer to two periods of a man, like a rulers time, one can be the time of his rise and one can be the time of his fall  
 
If you read surah Yaseen it will be clear what kind of personality this is and who it is referring to in those verses.

Arabic has singular, dual and plural forms of pronouns, nouns, verbs, adjectives, etc. The singular form is used when referring to one person or thing, the dual subject pronoun to refer to two people or two things, and the plural form when referring to more than two people or things.  
 
ان is added at the end of noun to indicate that it is dual- representing two people or objects.

(two) teachers

خبيرتان خبيران  
(two) friends
