AOA - Please let me know that why وَبِالرَّسُولِ and وَأَطِيعُوا الرَّسُولَ are not translated?  
47وَيَقُولُونَ آمَنَّا بِاللَّهِ وَبِالرَّسُولِ وَأَطَعْنَا ثُمَّ يَتَوَلَّىٰ فَرِيقٌ مِّنْهُم مِّن بَعْدِ ذَٰلِكَ ۚ وَمَا أُولَٰئِكَ بِالْمُؤْمِنِينَ  
اور و ہ کہتے ہیں کہ ہم مملکت الہیہ کے ساتھ اہل امن ہوئے اور ہم نے اطاعت قبول کی ۔۔پھر ان میں سے ایک گروہ اس کے با وجود واپس لوٹ جاتا ہے ۔،یہ ہرگز اہل امن نہیں ۔  
54 قُلْ أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ ۖ فَإِن تَوَلَّوْا فَإِنَّمَا عَلَيْهِ مَا حُمِّلَ وَعَلَيْكُم مَّا حُمِّلْتُمْ ۖ وَإِن تُطِيعُوهُ تَهْتَدُوا ۚ وَمَا عَلَى الرَّسُولِ إِلَّا الْبَلَاغُ الْمُبِينُ  
اعلان کرو کہ مملکت الہیہ کی اطاعت کرو ۔۔۔۔پس اگرواپس لوٹیں تو ہمارے پیغام رساں پر اپنی ذمہ داری کی جواب دہی ہے ۔۔اور تم لوگوں پر اس کی جواب دہی ہے جو تم نے اٹھائی ۔۔۔۔۔۔ اور اگر تم نے اس کی اطاعت کی

I think it is translated as one, it is incorporated in "mumliqate Elahia" as its either referring to its messenger ( the one who deliver the commandments) or its message/ commandments - So when it is saying follow the state commandments both the words are translated as one. ( correct me if I'm wrong seniors )  
أَطِيعُوا اللَّهَ وَرَسُولَهُ وَلَا تَوَلَّوْا عَنْهُ وَأَنْتُمْ تَسْمَعُونَ  
atee’ullaha wa attee’ur Rsoolahu wa laa tawallau ‘anho  
Ahle Aman, obey the state orders (risalah of the state based on Wahy) and when you hear his commandments don't refuse to follow them  
the reason why أَطِيعُوا اللَّهَ وَرَسُولَهُ is translated to " obey the the state orders" is because after this line it is said :- وَلَا تَوَلَّوْا عَنْهُ  
The pronoun is عَنْهُ/ Anho is 3rd person masculine singular object pronoun  
As the pronoun is singular, it means that both the words Allah and Rusool are referred to as one, a unity is identified through this singular pronoun.  
If the reference had been two separate entities, and both are to be followed then the pronoun should have been ‘anhuma (for two)

"mumliqate Elahia"  
Who will own land , when it is not produced by anyone and how will it be managed, will sale and purchase of land will be allowed, if so give reasons ?

"mumliqat Elahia refer to the state, administration in a country/society. Its not referring to land owners

Salam ,  
State has certain elements , it must have a terroritory , population , Government and common aspirations of the people. State , real state and status are lined , each is necessar for the other. Translation of State in urdu is , Riaset , but here the word 'mumlaqat Elahia" is used. It has to be something different. Pyramid of pwer rests in mony/land/resources in a State , my question realted to the same to find the differance.  
Anyway, thank you very much for answering. It may make others think and ponder.

Territory is everywhere, but the state,government, regime, authority, administration, rule political practice etc, any word that convey the meaning is ok. The muliqat Elahya (state/government, regime, authority administration etc based on wahy) is a reference to the particular state that is based on the Quranic principles, wahy. It is a system structure that reflect the laws values and principles instructed through wahy, haq /human rights. Now any word in English or urdu can be used if this meaning is understood? you don't have to create new societies , it can also be implemented in an society that already exist. FOR EXAMPLE; let's say the regime/riasat/state of Pakistan is changed and taken over by Nabi, then he will implement the Quranic laws through constitution, law system ,departments etc. You just change/replace the system ....

Thank you for replying my question Nargis, I think I couldn't express myself well in the question. I read following on your site.  
1. Allah is not a deity/God.  
2. That means there is no He.  
3. Allah is not for adoration and worship.  
Think over , than no one is there to reveal anything from skies. Concept of Wahi is related to God/deity, which is denied here. I tend to agree with you. Than what is "Ilahya" thing which relates to a deity.  
I also request bkanwar2 to give his input.
