| Here is my complete question. I don't know Arabic and I am just analyzing based on the available translations.
When I read 2:106, I feel that this verse is not about the abrogation of verses but about a general law of Allah SWT for all things He creates.
In my opinion one important point is that, if there was any abrogation in Quran or any Scriptures it was stopped with the demise of Prophet Muhammad SAW. However this verse seems to be pointing to a continuing process of abrogation and/or “cause to be forgotten”. That means this verse is not discussing just the Scriptures.
From many verses of Quran it is clear that the word ‘Ayat’ is not used just for the revealed scriptures but it is more than that. It can be anything that is a sign of Allah’s Sovereignty.
Therefore I understand this verse is discussing a phenomenon of changes that mankind is experiencing in every aspect of life since its existence. The evolution in life.
The dinosaurs used to exist but now they are extinct. People used to communicate using pigeons but no more, even the skill of using the pigeon is rare which once was common. Today we are using emails and cellular phones for communication. Sometime ago people were used to of travelling on the backs of animals now they are not but they are using cars, trains and airplanes etc. There were so many strong nations and dynasties but now we only know their history or many of them probably not even in the recorded history. There were numerous new nations emerged and are still emerging. And the list of abrogation and replacement with better can continue without any end.
These are all Allah’s signs ءَايَةٍ and the process of their ‘abrogation’ and ‘cause to be forgotten’, is continuing. These signs got replaced without interruption in the normal way of life. Even if we look back in our past life, the scene around us is totally changed or transformed. In our life time our loved ones die or depart to some other places and new people take their places. The love of new comers help forgetting those who are passed away. The new cities and towns emerging and so on. We can write books about things which are changed or vanished in our life time.

| Sorry to be late in answering your query
My way of understanding of Quran is very simple
1. Every word of Quran should be translated according to the rules of Grammar and the dictionary.
2. Find out the subject of the Sura
3. What are contents of the Sura
4. Find out the different topics discussed
5. Correlate the different topics and subtopics if any
6. Find out different claims and the challenges
7. The arguments and reasons to substantiate the challenge or claim
8. Don’t beat about the bush. Limit yourself to the message of Quran the Subject and topics of the Sura.
9. To understand a particular Ayyat (verse) study the context to know the background
There are certain other principles too but we will discuss them later.
Now to answer your question
Topic of Sura Baqra is the history of evolution of the socio-economic system of justice
The Sura starts with a brief description of human nature for acceptance of a message, categorizing into three kinds, then describing the nature of people called humans (Aadam) and those who don’t bow to the divine message called Satan (Shaitan).
Next……… Is the description of a nation..... called Bani-Israeel. Although the charge sheet ends after verse 141, but their deeds are quoted throughout Quran.
The verse 2-106 should be understood in its context which is the self made rules and values by Bani-Israeel which were discarded and new commands and values were given which were even better and exemplary.
We should limit ourselves within the boundaries of Quran. Going out to prove the potency, might, knowledge etc of the creator does no service to Quran but opens a Pandora’s box.

Thank you for the explanation.
It is clear now that why this verse is considered only related to the Scriptures.
But this thought that Abrogation is a law of Allah SWT is stuck in my mind therefore the explanation raised one more question for you. I hope you will not mind to answer. Someone of my level of knowledge should not refute scholar’s views but my intention is just to understand it more.
The verse 2:79 is in context of Bani-Israeel altering the scripture but you used it in the context of Muslims scholars altering meaning of Quran based on Ahadith. That means this verse is establishing a law of Allah SWT and that applies to all mankind.
2:79 (Picktall) Therefore woe be unto those who write the Scripture with their hands and then say, "This is from Allah," that they may purchase a small gain therewith. Woe unto them for that their hands have written, and woe unto them for that they earn thereby.
Therefore I thought that 2:106 is in the context that Allah SWT replaced the previous scripture with Al-Quran but it is a rule that applies to all his Ayaat.
Why this verse cannot be applied to all Ayaat?

| My dear anwar suri regards,i would like to share my opinions at this specific topic.Although AYAT having defferent sense at defferet places in quraan,its good to follow the rules and principles defind by Dr. Qamar to take the specific meaming and sense.Here the AYAT is related to the scriptures understanding,the verse 2/106 estblished a law of ALLAH and apply to all mankind (this proces is going on). Haq can also be called Haqiqat (facts or reality) which is different from truth. Everyone has their own truth but facts are reality it does not need the support of truth. A book can teach, educate or give us information but facts are observed, learned, experienced and they don't have doubts (la-raiba). To know the facts one has to be Mutaqi while anybody who knows the language can read and understand the book. The book has its limitations, while Al-Kitab has no limitations. The meaning of Al-Kitab is not a book but it means message or lessons we learn by observing our environment which includes our relatives, friends, animals, plants, planets and many other things. The Kitab make us aware about the facts or realities and Mutaqees grasp the lessons and try to implement it for the welfare of the societies. We can learn from Al-Kitab till we taste death. That's why it is mentioned in 6:38 that nothing is omitted from Al-Kitab hence study of Al-Kitab is a never ending process but to think that Al-Kitab means 114 chapter book called Quran is a folly on our part. And to imagine Kitab as Quran (114 chapter book) and interpret Al-Kitab-bil-haq as the book of human rights is a bigger folly and to translate or interpret as the main theme for translating “Quran” is unpardonable mistake. Please don’t misunderstand me but this is a fact which I want you to take note of.
Facts are same for all concerned but if we interpret (2:176) the meaning of haq as rights then the objective becomes very complex. The objective of “Quran is Peace” and if we make peace subjective to individual rights then it is impossible to achieve peace as we cannot satisfy everyone and there will be always an element of discontent that we have been deprived of our rights. The world is witnessing fights all over for different types of rights and if we go to satisfy everyone there will be anarchy. Imposition of anything is against the teaching of “Quran”. Patience, tolerance, subjugation and thinking are the main theme of Islam.
Verse 2:2 clearly states that the Al-Kitab only guides those who are diligent (Mutaqi) means who are aware of the facts or message or lessons, so guidance is related to facts and reality. Verse 2:177 informs us who are entitled for Al-Kitab. One of the criteria for being mutaqi is to be patient in spite of adversity and affliction. Note Al-Kitab does not mean 114 chapter book called Quran. To think Al-Kitab in 2:176 means 114 chapter book Al-Quran is our whims and fancy. And to translate the “Quran” based on this theme is leading everyone to believe in utopian concept of justice to all where a deer and a cheetah can quench their thirst side by side from the same river bank. This is a mythology and this is not going to happen so thinking and acting on these lines will only disappointment.
I just wanted to share my thoughts with you all and my intention is not to hurt anyone- I am sorry I know it is hard.

Aastana's understanding:-
7/4: وَكَم مِّن قَرْيَةٍ أَهْلَكْنَاهَا فَجَاءَهَا بَأْسُنَا بَيَاتًا أَوْ هُمْ قَآئِلُونَ How many towns have been destroyed as per Allah's laws/parameters? the punishment took them while their planing [establishing institution]or while they busy in conversation.. refer to verse 10/50: قُلْ أَرَأَيْتُمْ إِنْ أَتَاكُمْ عَذَابُهُ بَيَاتًا أَوْ نَهَارًا... describe them: "Do you see,- if punishment [as per Allah's parameters] come to you during planing[establishing institution] or while implementing phase TERMINOLOGIES نَهَارً=The noun's trilateral root is nūn hā rā (ن ه ر). means implied as per context implement forcefully, flow forcefullyبَيَاتًا = The trilateral root is bā yā tā (ب ي ت) means establishing institution IDARAH بَيَّتَ =Institution قَآئِلُونَ=is a masculine plural active participle and is in the nominative case (مرفوع). The active participle's trilateral root is qāf yā lām (ق ي ل). means busy in conversation
