1.Bro Roohi Jamil !No doubt in most of places in quran DUA has been asked by RABB but at some places it is asked by Allah as well for example in verse 8/32  
وَإِذْ قَالُوا اللَّهُمَّ إِنْ كَانَ هَٰذَا هُوَ الْحَقَّ مِنْ عِنْدِكَ فَأَمْطِرْ عَلَيْنَا حِجَارَةً

2.Moazzam Bhai but this is not a proper dua .its actually a kind of curse demand .

3.Demand = Asking [doesn't matter Good or Bad]  
Many attributes of Allah has been mentioned in Quran like "rehman, Raheem, Kareem, Ghafoor etc one of them is RABBUL ALAMEEN, these in fact should be the attributes of an Islamic state.  
Rabb stands for "nizam e rabobiyat" Alameen stands for " knowledge in each era" , thus the nizam e rabubiyat must be basewd on eternal parameters/values.  
People usually demands/Ask through the nizam e rabobiyat being performed in the state. Or some new demand in the system of rabobiyat.
